Final Fantasy XIV Decimal Price Adjust & Do Not Skip Processes Setting

• New GENERAL setting:
  Do Not Skip Processes — If ON, Speeder will not skip processes that already have a Speeder attached to them.
• Price Adjust can now be a decimal between 0 and 1. If this is the case, the lowest valid price will be multiplied by Price Adjust.

This requires updating Speeder to the newest version.
